If you run a shop, office, workshop or small unit in Kolkata, you will usually need a trade licence. In Kolkata it is issued by the Kolkata Municipal Corporation (KMC). Outside KMC limits, it is generally issued by the local municipality or, in rural areas, the gram panchayat. Getting your papers ready in advance makes the process much smoother.

What is a trade licence?

A trade licence is permission from the local body to carry on a trade or business at a particular place. It helps the local body check that the business is being run safely and in a suitable location. It is linked to the premises, so each separate shop or branch usually needs its own licence.

In West Bengal, the trade licence is often handled together with the enrolment certificate for professional tax. Many applicants also need GST registration. Planning all three together can save time.

Who usually needs one?

  • Retail shops, grocery stores and general stores
  • Restaurants, cafes, sweet shops and food stalls
  • Offices of traders, agents and service providers
  • Small factories, workshops and repair units
  • Salons, clinics, coaching centres and similar businesses
  • Warehouses and godowns used for business

Some professions and activities may be treated differently. Check the current rules of your local body for your exact type of business.

Common documents for a new trade licence

Identity and business details

  • PAN card of the proprietor, firm or company
  • Aadhaar card or other identity proof of the proprietor, partners or directors
  • Passport-size photographs of the applicant
  • Mobile number and email for online application and updates

Proof of the business premises

  • If you own the premises: a copy of the deed or a recent property tax receipt
  • If you rent the premises: a rent agreement, plus a recent rent receipt or a consent letter from the owner
  • Recent property tax receipt or assessment details of the building
  • Electricity bill of the premises, in some cases

Documents for firms and companies

  • Partnership deed for a partnership firm
  • LLP agreement and certificate of incorporation for an LLP
  • Certificate of incorporation, MOA and AOA for a company
  • Board resolution or authorisation letter for the person signing the application

Other documents that may be needed

  • Professional tax enrolment certificate, where applicable
  • Fire safety clearance for certain types of business or larger premises
  • Pollution control consent for certain manufacturing units
  • FSSAI registration or licence for food businesses
  • Layout or site plan of the premises, if asked for

The exact list depends on the local body, your type of business and the size of your premises. Officers may ask for extra papers in some cases.

Documents for renewal

A trade licence generally needs to be renewed on time, often every year. For renewal you will usually need:

  • A copy of the existing trade licence or its number
  • The latest property tax receipt, if asked for
  • Updated details, if anything has changed

Late renewal may attract a penalty. Keep a note of the renewal date.

How the process usually works

  1. Collect documents. Scan clear copies in the format asked for.
  2. Apply. Many local bodies, including KMC, accept applications online. Some still need an office visit.
  3. Pay the fee. The government fee depends on the type and size of business and the rules of the local body.
  4. Verification. An inspector may visit the premises or ask questions.
  5. Licence issued. Once approved, the licence can be downloaded or collected.

Timelines vary. The final decision rests with the local body.

Tips to avoid delays

  • Keep names the same. The name on your PAN, Aadhaar and rent agreement should match.
  • Use the full address. Include holding number, ward and pin code as shown on the property tax records.
  • Check property tax. Unpaid property tax on the premises can hold up your application.
  • Describe the business correctly. Choose the category that matches what you actually do.
  • Display the licence. Once issued, keep it displayed at your premises.

Confirm the current rules

Rules, fees and document lists for trade licences are set by each local body and can change. What applies in KMC may differ slightly from a municipality in North 24 Parganas or a panchayat area. Please check the current requirements with your local body before you apply.
